Ice Arena Project Guiding Principles
As we move forward with construction of a new ice arena complex, the City Council adopts the following guiding principles to provide a framework for developing this important community asset:
- Project Scope and Design Philosophy-The Ice Arena Complex will be designed to include two practice arenas and a 1500 seat event arena. Functionality and maximum design life will serve as key principles for the design effort. Aesthetic enhancements will be a secondary consideration.
- Phasing- To ensure that the project stays within budget, the facility design will allow for the final project to be bid in phases. Bid alternates will include the second practice facility and the shell for the second practice facility.
- Timeframe- To take advantage of a competitive bidding environment, a concerted effort will be made to bid the project in the Fall of 2008. However, this will not come at the expense of ensuring a quality project, nor sacrificing the opportunity for public feedback.
- Multiuse- The project will be designed to accommodate a variety of community uses within the confines of the proposed arena structures.
- Other Uses- Uses requiring additional square footage will be evaluated based on the opportunity to collaborate with other partners. Opportunities for collaboration will be evaluated from both an operational and financial perspective.
- Financing- Both the capital and operational costs of the ice arena project will be evaluated in conjunction with the proposed facility design. Community organizations will be engaged to conduct a fundraising campaign to allow for the full completion of the project. A capital financial plan will identify opportunities to increase resources available and decrease expenses in conjunction with the design and bidding process.
- Public Communications and Involvement- An effective approach to public communications and involvement will be integral to the success of the project. The Ice Arena Advisory Committee will provide initial feedback and recommendations to the City Council. Opportunities will also be incorporated into the process for the public to comment on the building design and approach to financing.
- Future Operations- In conjunction with the design effort, city staff will complete an operational analysis that examines both costs and the opportunity for increased efficiency and effectiveness. Best management practices from other facilities along with staff development will establish a foundation for future success and public confidence.
